One of the most important issues in the implementation of any major information initiative is the people who work in an information transformation project.  Much of the discussion ultimately revolved around the personnel challenges.  The skills, attitudes and paradigms within which each firm operated had a profound impact on all aspects of the information initiative.  In most projects, the skills and personnel required were underestimated and consequently under-resourced.  In fact, most of the firms cited personnel challenges as being the single biggest obstacle to success.  In most cases, there was no specific plan to address the personnel issue.
